Need to integrate Vigilante Services, Forest Guards, and Tourist Police into the State Police framework

Introduction

The growing complexity of security challenges in Nigeria demands innovative and decentralized security solutions. While the Nigeria Police Force (NPF) has made significant efforts in maintaining law and order, the increasing incidence of kidnapping, banditry, terrorism, communal conflicts, armed robbery, and attacks on tourism destinations has exposed the limitations of a highly centralized policing system. As a Tourism Consultant and stakeholder in national development, I strongly support the creation of State Police as a strategic mechanism to augment the Nigeria Police Force and strengthen grassroots security architecture across the federation. The objective is not to replace the Nigeria Police Force but to complement its operations through a multi-layered security framework capable of addressing local security realities.

The Need for State Police in Nigeria

Nigeria is a vast and diverse nation with different security challenges across geopolitical zones. A centralized policing structure often faces operational constraints in responding effectively to local threats. The establishment of State Police will improve intelligence gathering at the community level, enhance rapid response to security threats, promote community policing and public trust, increase security presence in rural and remote areas, and support economic development through improved security. Security is local; therefore, policing should also possess a significant local dimension.

State Police as a Catalyst for Tourism Development

 Security remains one of the most important determinants of tourism growth worldwide. Tourists are attracted to destinations where safety and security are guaranteed. Unfortunately, insecurity has negatively affected the growth of Nigeria’s tourism industry despite the country’s enormous tourism potential. State Police will contribute to tourism development by protecting tourism destinations and cultural heritage sites, enhancing visitor confidence, providing rapid emergency response services, reducing crimes against tourists, and encouraging domestic and international tourism investment. A secure environment is a prerequisite for sustainable tourism development.

Integration of Vigilante Services

One of the major advantages of State Police is the opportunity to institutionalize and regulate community vigilante groups. Across Nigeria, vigilante organizations have demonstrated remarkable knowledge of local terrain, culture, and criminal activities. I recommend that vigilante groups be formally registered and trained, their operations supervised by State Police Commands, and their roles focused on intelligence gathering and community support. This approach will transform informal security networks into effective partners in crime prevention.

 Establishment of Forest Guard Units

 A significant proportion of criminal activities in Nigeria are coordinated from forests and remote locations. Bandits, kidnappers, and criminal syndicates often use forest reserves as operational bases. Therefore, every State Police Command should establish specialized Forest Guard Units responsible for forest surveillance and patrol, intelligence gathering, protection of farmers and rural communities, monitoring illegal activities within forest reserves, and supporting anti-kidnapping operations. Forest security should become a critical component of Nigeria’s internal security strategy.

Creation of Tourist Police Units

 As a Tourism Consultant, I strongly advocate for the establishment of Tourist Police Units under State Police structures. Tourist Police are specialized security personnel trained in tourism security management, visitor relations, emergency response, cultural sensitivity, and destination protection. Their responsibilities should include the protection of tourists and visitors, security coverage of tourism sites and events, assistance to foreign and domestic tourists, crime prevention within tourism corridors, and promotion of Nigeria’s tourism image. Countries with successful tourism industries have demonstrated the effectiveness of specialized tourist policing systems.

Recommended Operational Structure

I propose a four-tier security support structure comprising:

 (1) Nigeria Police Force for national security coordination, interstate crime management, counter-terrorism operations, and cybercrime investigations;

(2) State Police for community policing, local crime prevention, intelligence gathering, and public safety operations;

 (3) Forest Guard Units for forest security, rural surveillance, and protection of agricultural communities; and

 (4) Vigilante and Community Safety Networks for community intelligence, early warning systems, and neighborhood security support. In addition, a specialized Tourist Police Unit should focus on tourism destination security, visitor assistance, and protection of tourism investments.

Safeguards against Abuse

While supporting State Police, I recognize concerns regarding political interference and misuse. To ensure professionalism and accountability, there should be independent State Police Service Commissions, professional recruitment standards, federal oversight mechanisms, human rights monitoring frameworks, judicial review processes, legislative oversight by State Houses of Assembly, and periodic performance audits. Security institutions must serve the people rather than political interests.

Conclusion

The creation of State Police represents a timely and necessary reform in Nigeria’s security architecture. Properly implemented, it will complement the Nigeria Police Force, strengthen community security, and enhance national stability. Furthermore, integrating Vigilante Services, Forest Guards, and Tourist Police into the State Police framework will create a comprehensive security ecosystem capable of addressing both traditional and emerging security challenges. As a Tourism Consultant, I believe that security and development are inseparable. A secure Nigeria will attract investments, stimulate tourism, create employment opportunities, and accelerate national development. Therefore, I strongly support the creation of State Police as a strategic instrument for enhancing security, promoting tourism, and fostering sustainable socio-economic growth in Nigeria.
